Introduction
The Hong Kong English Reading Ability Test for Primary-One Pupils (HKE) was published in Aug 2020 by the HKE Research Team. It is a screening tool with a local norm for early learners of English as a second language in Hong Kong. The research team co-led by Dr. Connie Suk-han Ho from the Department of Psychology of The University of Hong Kong and Mr. Pokky Poi-ki Choi, Educational Psychologist from Caritas Rehabilitation Service, developed HKE to screen for pupils with reading difficulties in English at an early stage, i.e. primary one, so as to facilitate early interventions and support.

- Schools’ English teachers – A copy is mailed to all primary schools, including:
- Government Primary Schools
- Aided and Caput Primary Schools
- Direct Subsidy Scheme (DSS) Primary Schools
- Private Primary Schools
- Qualified professionals (Educational Psychologists, Clinical Psychologists, Speech Therapists)
- Applicants must have valid registration at or an official proof of eligibility issued by any one of the following professional bodies:
- Division of Educational Psychology, Hong Kong Psychological Society
- Division of Clinical Psychology, Hong Kong Psychological Society
- The Hong Kong Association of Speech Therapists (Full Member)
- Hong Kong Association of Educational Psychologists
- Hong Kong Institute of Clinical Psychologists
- Hong Kong Institute of Speech Therapists

Note for professionals’ application
- For applications from 4 Aug 2020 to 10 Sep 2020
- Processing and distributing once ready
- For new applications from 11 Sep 2020 onwards
- Due to excess demand for HKE, Caritas Rehabilitation Service will be responsible for further production
- $500 per test as administration and production fee would be charged for applications submitted from 11 Sep 2020 onwards
- Applicant upon submission of the application form and receiving a confirmation email should reserve a timeslot on an online portal for CD purchase and collection
- H/She should then prepare a crossed cheque payable to “Caritas - Hong Kong (S.W.D.)”
- Upon confirmation of the purchase and collection timeslot, h/she should bring along his/her application form, HKID card (or copy) and crossed cheque in person or by an authorized person to a designed location for CD purchase and collection
- H/She would then sign and receive an official receipt as purchase confirmation
- New tests have arrived in late November 2020, we would contact interested applicants in due course
